Sir David Owen's report of 1941, in so far as they dealt with the Railway development and clearance from the port will be over-ridden as a result.of a proposal that the Kaitak air field is to be retained as a secondary field for the services. Neither the port on which the Colony literally lives, nor its future industrial progress can afford this alienation of such a valuable factory area, while an alternative site for a marshalling yard and lay-out having access to shipping will be almost impossible.to find.

Meanwhile, in the immediate future rehabilitation of both these sections awaits supplies, and until these are forthcoming, the line cannot perform its proper function as a clearance factor of the port or as an adequate economic asset to the Colony as a whole.
